Raporun yay\u0131nlamas\u0131 ile ilgili olarak <a href=\"https:\/\/www.coe.int\/en\/web\/portal\/full-news\/-\/asset_publisher\/rfs6RdVHzAWb\/content\/secretary-general-concerned-about-internet-censorship-rules-for-blocking-and-removal-of-illegal-content-must-be-transparent-and-proportionate?inheritRedirect=false&amp;redirect=http:\/\/www.coe.int\/en\/web\/portal\/full-news%3Fp_p_id%3D101_INSTANCE_rfs6RdVHzAWb%26p_p_lifecycle%3D0%26p_p_state%3Dnormal%26p_p_mode%3Dview%26p_p_col_id%3Dcolumn-4%26p_p_col_count%3D1\">Avrupa Konseyi Genel Sekreteri Thorbj\u00f8rn Jagland<\/a>, eri\u015fim engelleme ve filtreleme hakk\u0131ndaki kurallar\u0131n \u015feffaf ve \u00f6l\u00e7\u00fcl\u00fc olmas\u0131n\u0131 belirtirken \u0130nternet sans\u00fcrleri hakk\u0131ndaki kayg\u0131 ve endi\u015felerini de dile getirdi. Genel Sekreter Jagland&#8217;a g\u00f6re bu alandaki kurallar\u0131n Avrupa \u0130nsan Haklar\u0131 S\u00f6zle\u015fmesi&#8217;nin ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fc ile ilgili 10. maddesine uyumlu olmas\u0131 gerekiyor.<\/p>\n<p>Genel Sekreter Jagland&#8217;a g\u00f6re, Avrupa Konseyi bu \u00e7al\u0131\u015fmay\u0131 esas alarak ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc korumak i\u00e7in daha Avrupa kapsam\u0131nda daha iyi standartlar geli\u015ftireceklerini de belirtti.<\/p>\n<p>Avrupa Konseyi i\u00e7in haz\u0131rlanan raporun <strong>T\u00fcrkiye b\u00f6l\u00fcm\u00fc ise \u0130stanbul Bilgi \u00dcniversitesi, Hukuk Fak\u00fcltesi \u00d6\u011fretim \u00dcyesi Prof.Dr. Yaman Akdeniz taraf\u0131ndan haz\u0131rland\u0131<\/strong> ve bu rapor <strong>T\u00fcrkiye&#8217;deki 5651 say\u0131l\u0131 Kanun kapsam\u0131nda yap\u0131lan eri\u015fim engelleme ve sans\u00fcr uygulamalar\u0131n\u0131n boyutuna dikkat \u00e7ekiyor.<\/strong> Yaman Akdeniz taraf\u0131ndan haz\u0131rlanan rapor, T\u00fcrkiye&#8217;nin bu rapor hakk\u0131nda sundu\u011fu g\u00f6r\u00fc\u015f ve cevaplarla birlikte yay\u0131nland\u0131.<\/p>\n<p>Yaman Akdeniz taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamada &#8220;<strong>H\u00fck\u00fcmet taraf\u0131ndan g\u00f6nderilen g\u00f6r\u00fc\u015f ve d\u00fczeltme taleplerini rapora yans\u0131tman\u0131n m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131 ver \u00f6zellikle 2014 de\u011fi\u015fiklikleri sonras\u0131nda eri\u015fim engelleme ve sans\u00fcr uygulamalar\u0131n\u0131n artt\u0131\u011f\u0131n\u0131 ve H\u00fck\u00fcmetin s\u00f6yledi\u011finin aksine durumun Avrupa \u0130nsan Haklar\u0131 S\u00f6zle\u015fmesi ve Avrupa \u0130nsan Haklar\u0131 Mahkemesi i\u00e7tihat\u0131ndan \u00e7ok daha uzakla\u015ft\u0131\u011f\u0131n\u0131<\/strong>&#8221; belirtti.
