“Frequent website bans continue to be a cause for concern. Judicial and administrative decisions block the entire website instead of filtering out unwanted content. YouTube has been banned since May 2008. Court cases are pending against Facebook, Google Sites and other sites.”<\/p>\n

“Some websites are frequently blocked by court order, highlighting the need for stronger guarantees of respect of freedom of expression with regard to access to the internet.”<\/p>\n

“Regarding freedom of expression, including freedom and pluralism of the media, article 301 of the Turkish Criminal Code is no longer used systematically to restrict freedom of expression. However, there are prosecutions based on a number of other articles of the Criminal Code. There are insufficient guarantees in Turkish law to exercise freedom of expression in line with the ECHR and the ECtHR case law. Political pressures on the media and legal uncertainties affect freedom of the press in practice.” <\/p>\n
